
Effective risk management in primary physical education (PE) is crucial for ensuring the safety and well-being of all pupils while they engage in the planned learning through physical activities. Here are some key reasons why it is important:

The primary goal of risk management is to prevent accidents and injuries and allow good things to happen. By identifying potential hazards and implementing safety measures, PE teachers can create a safe and challenging environment where pupils can participate in meaningful learning activities without fear of harm.

Schools have a legal and ethical obligation to protect their pupils. Effective risk management helps schools fulfil this duty by ensuring that all activities are conducted in a safe and responsible manner. This includes adhering to appropriate safety guidelines – such as from the association for PE (afPE) or Local Authority / Trust, conducting regular equipment checks, and providing proper training for all staff.
- Promotes a Positive Learning Environment
When pupils feel safe, they are more likely to engage in activities and take risks that are essential for their physical and personal development (remember your training around Maslow’s Hierarchy of Needs). A well-managed PE program fosters a positive learning environment where pupils can confidently explore new skills and challenges.

Knowing that safety measures are in place can reduce anxiety for both pupils and parents as well as teachers, who are often non-specialists in terms of teaching PE. This, in turn, helps build pupils’ confidence in their abilities and encourages them to participate more actively in PE lessons.

Effective risk management involves thorough planning and preparation. PE teachers who are well-prepared and knowledgeable can respond quickly and effectively to any incidents that may arise, minimizing the impact on pupils and the overall learning experience. Accidents will always happen but we can reduce the likelihood of them happening – not by avoidance but by being prepared, informed and having plans in place – effective risk management.

Risk management should ensure that all pupils, including those with disabilities or special needs, or pupils returning to PE after an injury can participate in PE activities safely. This promotes inclusivity and ensures that every pupil has the opportunity to benefit from physical education.
Key Strategies for Effective Risk Management in PE
- Conduct Risk Assessments: Regularly assess the potential risks associated with different activities and environments, creating written records which can be shared with all accordingly. Identify hazards and implement measures to mitigate them ensuring all concerned know how and importantly ‘why’ – teaching safety to teach safely. KLOE: Do you have them in place?
- Provide Proper Training: Ensure that staff teaching PE know the emergency procedures, and safe practices appropriate to what, who and where they are teaching. Continuous professional development (CPD) is essential for staying updated with best practices. Teachers often express significant anxiety regarding teaching gymnastics and using apparatus – seek appropriate advice, training and CPD from organisations such as VisionED, to boost staff confidence & competence. - Maintain Equipment: Regularly inspect and maintain all equipment to ensure it is in good working condition. Replace or repair any damaged or faulty equipment promptly. KLOE: Is your fixed and portable PE equipment checked at least annually?
- Educate Pupils: Teach pupils about safety rules and the importance of following instructions. Providing the rationale to ‘why’ we do things promotes understanding and an increased engagement in following safe practice. Encourage them to report any hazards or unsafe behaviour. - Develop Standard Emergency Plans: Have clear standard emergency plans in place for different scenarios. Conduct regular ‘drills’ to ensure that both staff and pupils are familiar with the procedures. These can include ‘Emergency Stops’ in gymnastics apparatus lessons, or what to do when confronted with an accident to a pupil(s).
